I'd rather downgrade severity to important. IMHO, the fact that the
service is not automagically started after package installation doesn't
mean it is broken. Please, correct me if I'm wrong, but I am not aware
of anything in Debian Policy stating the opposite.

The behaviour is different from the version in buster, but I am not sure
that's enough for RC severity.
