It seems to me there are two options here, either we ask all those packages to change the dependency or we force bsdextrautils installation by making bsdmainutils depend on it. When changing the package I decided against a hard dependency because it forces people to install something even if they don't need/want it without a technical reason. And quite frankly I think the build dependency should be to the package that is needed directly and not through another one.
