Introduced with installing pgadmin3 1.22.2-6.pgdg18.04+1
Now it segfaults every time when trying to open the essential query tool. Tried
with Postgres 10, 11, 12.

But that's probably irrelevant. Installed the same version or pgadmin3 on a
laptop with Ubuntu bionic. Same problem.

Downgrading to version 1.22.2-5 fixed the problem:

sudo apt-get install pgadmin3=1.22.2-5 pgadmin3-data=1.22.2-5
