Even if the package is exactly the same I don't see how a "I cannot reproduce on Ubuntu" is helpful, sorry. There may be any number of packages that make it work there but not here. Anyway, it seems all layouts are not working, for me it's "de". A manual "setxkbmap de" does fix the issue, though.
