The licence of hydra states:

BFG code by Jan Dlabal <[email protected]>

Licensed under AGPLv3 (see LICENSE file)

Please do not use in military or secret service organizations,
                      or for illegal purposes.

The additional exception to the AGPL contradicts the Debian Free Software
Guidelines.

I propose moving hydra to non-free.

Upstream clarified that this statement was non-binding, it's just a
personal wishlist.

See
https://github.com/vanhauser-thc/thc-hydra/commit/90bbde1be8f951e42c049765049ea8f490b0c1b7

So I guess we can close this issue. The next upstream release will
contain appropriate wording to make it clear.

Cheers,
