Are you sure you did not do anything bad?
I have tested the install on a fresh server here, and it is definitly
zorking..
Few hints:
-- Base path for files is specified in your apache config, and is supposed to
be set to /var/lib/mediawiki1.5, not /usr/share/mediawiki1.5
-- Then, there should exist a link /var/lib/mediawiki1.5/LocalSettings.php
pointing to your LocalSettings.php in /etc/mediawiki1.5
With those two things, mediawiki bootstrap should work..
However, I agree that 600 is to restricted, specially for users running php as
cgi as normal user..
But this does not seem to be your case, as you provided this depend:

Then it may be overriden but your apache config.
In conclusion, please look more closely to your apache config, this is where
the bug should come from...
