powersaved-0.12.15-1 doesn't depend on libpowersave10. However, without
libpowersave10 installed, powersaved gives

/usr/bin/powersave: error while loading shared libraries:
libpowersave_dbus.so.10: cannot open shared object file: No such file
or directory
/usr/sbin/powersaved: error while loading shared libraries:
libpowersave.so.10: cannot open shared object file: No such file or
directory

Installing libpowersave10 fixes this.

Yes, binNMUs have now been scheduled, thanks for the tip.  Fixed packages
should be available starting with the next mirror pulse.

The rule of thumb is that if you need a particular version of the
build-dependency because of changed interfaces, you should have a versioned
build-dep; if you're just rebuilding because a previous version of the
build-dep was buggy, you don't need a versioned build-dep.
