The nomad package fails to build in Debian unstable (and in Ubuntu devel):

build cache is disabled by GOCACHE=off, but required as of Go 1.12
cd _build && go generate -v
can't load package: package .: no Go files in /tmp/nomad-0.8.7+dfsg1/_build
dh_auto_build: cd _build && go generate -v returned exit code 1
make[1]: *** [debian/rules:37: override_dh_auto_build] Error 255
[...]
It appears that removing the 'GOCACHE=off' line from debian/rules is
sufficient to fix this failure.
