        Hello,

the "arpwatch" process is not started by "systemd". The reason seems to
be an error in "/lib/systemd/system/arpwatch.service".

        ExecStart=/bin/true

Changig the line to ...

        ExecStart=/usr/sbin/arpwatch

... fixes the problem for me.
