This is because debian-security-support in testing is still incompatible with base-files in sid, as reported here: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=927450 Paradoxically, the version in unstable is supposed to fix this. So I wonder if we could fix this problem without making any upload at all, for example, by allowing debian-security-support to propagate to testing *before* I ask for base-files to be allowed in testing.
