I am not sure if you are aware of this RC bug for itstool:

The upstream commit that introduced this behaviour has been located already:

The impact of this bug is that several projects FTBFS during creation of translation files. Can you work on this issue soon enough for buster? Or is help needed? (Not that I have a clue about what itstool does, but well...).
