You are interpreting the Social Contract in a very wide sense. Social Contract #3 really refers to our BTS being public (please read it in full). We can also of course interpret it as a general guideline, not related to the BTS, but then it could be done in several contradictory ways. For example, packages in stable must build from source. If we had downgraded this, we could also say that we are hiding the problem. Thanks.
