It's not the regression of synaptic, it's GNOME.

Well, shouldn't it be enough to add a d/NEWS to make user aware of
this? or in release notes.

However I want to known if it's too late for buster, given the fact
that synaptic is popular... If it's too late whatever, I'll just stop
here.
