I am able to reproduce this on several self-hosted KVM machines and also on n1-standard-1 instances from GCE. The issue seems to be some kind of race condition, very similar to this one: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=906335 I've put my build logs here: https://people.debian.org/~sanvila/build-logs/git-annex/ and I have also just given you access to a machine where the issue happens easily (see private email).
