Yes, it is. I've tested it with
sudo piuparts --scriptsdir /etc/piuparts/scripts --no-eatmydata
--allow-database \
--warn-on-leftovers-after-purge --mirror
'http://debian-mirror.sakura.ne.jp/debian/ main' \
--arch amd64 -b /home/henrich/tmp/buster.tgz -d testing -d sid \
