some undocumented changes in debian/* cause linsane-dev not depending on

It looks like in 1.0.17-2, the dependency should be generated by a
dpkg-gencontrol option: -Vlibieee1284-3-dev="libieee1284-3-dev. But the
debian/control Depends line for libsane-dev is missing the respective
variable to substitute it.
