About the archive rebuild: The rebuild was done on EC2 VM instances from
Amazon Web Services, using a clean, minimal and up-to-date chroot. Every
failed build was retried once to eliminate random failures.

I can confirm that this bug is a false positive: when I setup the build
environment, I created the user without a shell, which apparently caused
this failure.
I can confirm that it builds fine now. I'm closing the bug (and I'm
looking into other bugs I filed in the same process).
