It's not very expensive to add Breaks+Replaces, especially considering
that the libopenexr23 seems to still be in experimental.
med-fichier has something for a similar problem:
Package: libmed11
Replaces: ..., libmed1v5 (= 4.0.0+repack-1)
Breaks: ..., libmed1v5 (= 4.0.0+repack-1)
Adding Breaks+Replaces: libopenexr23 (= 2.3.0-3) would be the similar
fix here.
