The package doesn't include a .shlibs file. There is some
disagreement about whether this shared library is meant to be used by
other packages; but it seems that since it is a separate package, that
must be the intent, so the requirement to include a shlibs file holds.
Also, the existence of a nondirectory under /usr/lib/ is indicitive of
the intent to

/usr/share/man/man3/ is included in the -dev package, but without
any manpages.
/usr/bin/ is included in the -dev package without including any
binaries.
/usr/share/doc/tktable/html/ is included in the -dev package.
The package name don't match /^lib/.

Upload of rebuilt 2.9-2 completed Apr 16 21:49:55 CEST 2006.
