Justification: renders package unusable
Hello,
It is not possible to link with libgnutls anymore while upgrading
libgnutls-dev from version 1.2.x to 1.3.x. It is not possible to build
software that depends on gnutls anymore.
As an example, config.log from vlc:

Downgrading libgnutls-dev back to the libgnutls12 variant solves the
problem.
