The dpkg-dev-el and debian-el binary packages have been dropped from
src:emacs-goodies-el, but their elpafied replacements are so far only
available in experimental.
For now the old versions of {dpkg-dev,debian}-el from emacs-goodies-el
36.4 are still in the archive, but I think the 37.x versions need to be
uploaded to unstable before emacs-goodies-el is suitable for testing.
