In the latest packaged version of libext2fs-dev, the file
/usr/include/ext2fs/ext2fs.h contains a line

This file does not exist, leading build failures of software that wants
to build with libext2fs support, such as nbdkit 1.4.0 (which is where I
noticed this).

Removing this line seems to do no harm.

This was fixed in the *very* latest packaged version of libext2fs-dev,
1.44.3-1 which was uploaded about 16 hours ago as of this writing.

(Many thanks to a Debian unstable user who reported this to me a few
days ago.  There's a reason why I pushed an rc2 release to Debian
unstable a week earlier.  :-)
