Note that we now have llvm 5.0 and 6.0. Updating to a newer version would be
best as we will eventually look at removing 4.0. But for now 4.0 would obviously
be better than 3.8.

We currently have julia 0.6.3 in experimental building against llvm 3.9. We have tested and it builds against 4.0 as well, but not 5.0 or 6.0.

Upstream currently have 0.7.0 in beta, and that builds against llvm 6.0.

We can close this bug with the upload of 0.7.0, unless it helps with the removal of 3.8 and 3.9 if we switch to 4.0 right now.
