I think the subject together with the given error message tells the
whole story. I didn't check if libkwiki-perl is in the NEW queue, but as

Well, was browsings bug reports, I have sucessfully installed the package,
hence, I am closing this but since the package is now installable again.
However, current packaging issues noted by adn are still valid and may require
a new bug report.
