I don't have any reason to believe that there is a problem here.
observer.texi does not have an explicit license, GFDL or otherwise. 
The intent to use it under both is quite clear.

It's just a complication for the build process.

I can write it off the top of my head and with my eyes closed, but I am
not about to do that, unless the ridiculous pedantry of debian-legal
forces me to.
