"Experimental" being difficult to use is one reason why the Debian GNOME team has pushed some previous GNOME releases before they've actually reached their .0 release. I think for 3.28, we'll be pushing many components at the 3.27.92 "RC" release (in two weeks), although many of the apps work fine even at their .90 releases. I am waiting on upstream to bump the soname for mutter (a release tarball would be cool too) because the new version of mutter is not compatible with at least GNOME Shell 3.26 (I haven't tried Budgie with it yet).
