Actually not; the ‘python-coverage’ source works with only the Python
3 packages of Sphinx, so doesn't need ‘python-sphinx-rtd-theme’ for
anything.

I think perhaps you have discovered an unwanted interaction of having
both those packages installed; if so, this is evidently not a bug in
‘python-coverage’ source or its build process.

That settles it, AFAICT. The ‘python-coverage’ package doesn't have a
bug preventing its build from source, using its declared build
dependencies.

Does that seem correct?

You may want to experiment with the interactions between Python 2 and
Python 3 packages for Sphinx, in order to make a reproducible set of
steps to report a bug in those packages.
