Unfortunately julia 0.4.7 doesn't build with llvm/clang 4.0. Julia 0.6.1 is available (#839668) but we are blocked by a lack of support for https in libgit2 (#832798). There is ongoing activity in the upstream PR, so we remain hopeful. For now, julia can be removed from testing.
