* What led up to the situation?
After libclang1-3.9 was upgraded to 1:3.9.1-16 ycmd could not start
* What exactly did you do (or not do) that was effective (or
ineffective)?
When starting ycmd from emacs-ycmd it crashes while trying to read config
* What was the outcome of this action?
When ycmd can not start you can not use it
* What outcome did you expect instead?
I was hoping to get ycmd running for support in emacs
