I'm not getting any actual characters displayed by dvifb, just some rules
where some of the content should be.  (Doesn't look like it corresponds
to all character positions.)  Behaviour sounds somewhat similar to
Bug#245399 from Martin Pitt, but it's not the same cause: strace shows
that dvifb isn't attempting to use /var/cache/fonts, and empirically
changing permissions on it doesn't help.  I haven't determined the cause
of the failure.  I have texlive-full installed, so all the fonts should
be available.  I do get a ~/.texmf-var directory, containing some PK
files that have believable sizes.  This is a fresh wheezy installation.
