Removing manuals is always a loss. I also think it is not satisfactory.
Bear in mind that many projects provide GFDL docs with no invariant
sections, and those docs will thus be kept in main.

If only we were allowed to remove those invariant sections (not necessarily
to be able to modify them since they are essays), manuals would stay
in main.
