Well, and knowing this, it's even simple to reproduce in a sid chroot: apt-get install texinfo tex-common tetex-bin The reason is that all of them are unpacked, libkpathsea4 is the first to get configured, and therefore the test in texinfo's postinst script works fine. However, since tex-common is not configured yet, there is not texmf.cnf at all.
