Package: libsnmp9
Severity: grave
Version: 5.2.2-2

At the moment, the package is build with --with-openssl, however due to
previous bug reports it seems that we don't actually _link_ with openssl
at any point, nor does the package depend on it.

However without linking against openssl we don't have functions such as
RAND_bytes, which the library tries to use if we compile with
--with-openssl.

This causes a great deal of problems for any applications that actually
desires to use this library, rendering it non-functional, as such I'm
tagging it grave.

A rough guess of a suggested fix would be to change --with-openssl to
--without-openssl in debian/rules, and removing the builddep.
