I tried to build this package in stretch with "dpkg-buildpackage -B"

so this should be easy to reproduce.
Please also note this suspicious line in the build log:
cat: debian/sbin: No such file or directory
which indicates a possible violation of Policy 4.6 (error trapping in
Makefiles).
i.e. maybe that's the place where debian/rules should really stop, and not a
lot later.
