I'm not sure I understand.
For GDM there is a Conflict/After=plymouth-quit.service in the .service
file because GDM itself is taking care of stopping plymouth in the code.
So in that case, the plymouth-quit.service is not executed at boot at all.
I read this old report on Fedora where they masked the Plymouth service as a Q&D
patch. Perhaps may be useful? https://bugzilla.redhat.com/show_bug.cgi?id=817462
I don't think this is related, the problem in that bug was about the
.service file not being removed when the plymouth package was removed
