With the help of CI data, I could trace this to the upload of ruby-certificate-authority (0.2.0~6dd483bf-1). Downgrading to it 0.1.6-2 makes the reel test pass. Micah, was there a specific reason to package an unreleased snapshot of ruby-certificate-authority? The changelog doesn't really say anything.
