This RC bug from 2014 reports packaging problems with configuration files. In 2015, ChangZhuo Chen uploaded a new version with suffix "rc1-1" having the changelog entry "Fix wrong configuration file." See the changelog entry excerpted below:

There is also a FTBFS bug for this package (#808850). I posted a patch that is a workaround for the FTBFS problem. These are the only two RC bugs for xfonts-wqy. Right now, xfonts-wqy is marked for removal from testing on January 14th because of these two RC bugs. I just noticed this a little over a day ago. Popcon reports over 1000 installations of this package. Can the Debian Fonts Task Force please prepare a new upload to prevent this package from being removed from testing? Thank you, Paul Hardy
