is buggy in 2.16.10 and reliably drops virtinstall - if the cowbuilder
build would have missed the package already the autopkgtests would have
failed. devscripts 2.16.13 looks fixed.

Not uploading binary packages was the whole point of the above (althogh
did not yet switch to -S instead of -i for unstable which I've done
now).
