The name of the -dev package must change whenever any of the .ali files
in the package changes.  Compiling against libgnat-4.9 instead of
libgnat-4.6 causes such a change.

Similarly the name and soname of the shared library must change.

liblog4ada/1.2-5.1 has rever been uploaded. I should have removed the
stanza from the changelog and closed the bugs with 1.3-1.

  * Non-maintainer upload.
  * Build with gnat-6. Closes: #831237, #756445, #749714.
  * Bump ALI and SO version
  * Add symbols file for ppc64. Closes: #801445.
