thanks for the report. Yes indeed, not only lang-german, but all the lang-* packages as hyphenation patterns have moved out into the separate packages. With the added replaces/breaks it will deconfigure base, then replaces the files, and install everything. At least that is the theory ;-) TL 2016 is in freeze, so I am uploading the current state soon.
