Hi all,

Looks like this was a bug in PHP that was fixed in 5.6.18+dfsg-1:

  * Add support for libtool >= 2.4.6 ltmain.sh location

I just did a build against unstable with Ruby 2.3 and the package built
fine and includes the Ruby 2.3 modules.  I think you can just have the
release team schedule a binNMU.

Let me know, though, if my analysis is not correct.
