the newest upload of libelf-dev doesn't work with libc 2.21-6 and thus breaks the build of mesa. It seems that this implicit dependency on libc 2.22 was introduced in this upstream change [1]. jcristau found the corresponding libc patch [2]. Please consider reverting the upstream change until we have libc 2.22 in unstable.
