It's only if I run it as root that I come to know that why it is
failing otherwise it fails silently as shared in #658316

install policykit-1
Aside from not telling what is needed, I am under the impression that
policykit is not a favorite in the Debian community, especially
systemd maintainer Michael Biebl. I did hear rumors of policykit being
deprecated and some part/binary of systemd probably doing that.
Maybe you could look into that as well.

First, please CC the package when you re-assign a bug report.
Second, please don't use inflated severities.
Third, this bug report was titled "Missing depends or recommends on
policykit-1" which is highly misleading and not an issue for udisks2.
All in all, a badly done bug report. Enough reason to close it and let
the bug reporter file a new one.
My guess is, and I can only guess since I don't have any version
information for neither udisks2 nor policykit-1, is that the bug
reporter has policykit-1 from experimental installed.
The inhibit script from udisks2 from unstable expects policykit-1 from
unstable.
So, yes. I'm closing this bug report again, because a/ it talks about
missing dependencies and b/ I'd like to ask the bug submitter to file a
new one against udisks2, with proper severity (normal) and having the
version information.
Please try a bit harder next time to avoid unnecessary work.
