What happens afterwards? Are you dropped into the rescue shell? If not, try to enable the debug shell by adding "systemd.debug-shell" to the kernel command line. This will give you a root shell on tty9. There you should be able to inspect the system. The output of systemctl status systemd-analyze dump journalctl -alb would be helpful -- Why is it that all of the instruments seeking intelligent life in the universe are pointed away from Earth?
