Justification: Shouldn't migrate until spatialite issue is fixed
This RC bug should prevent testing migration of postgis-java, because
postgis 2.2.0 shouldn't migrate because it breaks spatialite.
Starting with postgis 2.2.0, postgis-java is a separate project instead
of being built from the postgis source. Both postgis and postgis-java
should migrate to testing together.

spatialite (4.3.0a-3) includes a patch from upstream to use
sqlite3_vmprintf() instead of lw_vasprintf() resolving the undefined
reference issue.
This removes the need to prevent testing migration of postgis &
postgis-java.
