Justification: Breaks spatialite

lw_vasprintf was removed in liblwgeom 2.2.0, but it's required for
SpatiaLite 4.3.0a.

This RC bug is needed to prevent testing migration.

thanks

spatialite (4.3.0a-3) includes a patch from upstream to use
sqlite3_vmprintf() instead of lw_vasprintf() resolving the undefined
reference issue.

This removes the need to prevent testing migration of postgis &
postgis-java.
