Possibly. Although please note that "splash" *is* on my kernel cmdline,
and has been since forever.

I've tested this. Even after purging firmware-misc-nonfree (and
rebuilding the initramfs, which results in the aforementioned warning)
the boot still works fine.

To be frank, I don't think I've a decent enough understanding of what is
supposed to happen to be able to file a proper upstream bug report. In
particular, I've no idea of whether plymouth is supposed to work without
adding i915 to /etc/initramfs-tools/modules or not. If adding the module
there is a requirement, then arguably this bug is actually PEBKAC. But
if users (at least in Debian) started to rely on that behavior, than a
work-around might be needed. Not sure if it should be upstream or
distro-level though.
