That means, that the person listed as maintainer is, in fact, unable to respond to any requests, because he did not follow upstream development for at least three years. Of course, pointing to online resources or other packagers is, technically, a response, but I think using Google is something that many people can do and not something that makes a person maintainer of a software package.
