I did use reportbug. It did not report the version of gnome-panel or its dependencies because I don't have a version of gnome-panel installed. I can fetch the versions that I would be installing if you like, but basically, they should be whatever version is in sid. I'm not using any speical pinning or anything like that. Anyone who does a fresh install, upgrades to sid, and tries to install gnome-panel will run into this problem (or at least, those are the steps I followed).

I'm afraid I made two mistakes when closing your bug, which has now
been reopened, sorry about that.  (Please do consider passing the
version of the package in your next reports though.)
