I think this is caused by these two files using the same include guard
name (_PLATFORM_H) which really confuses ICU:
rgmanager/include/platform.h
/usr/include/x86_64-linux-gnu/unicode/platform.h (from libicu-dev)
It only appears in unstable due to ICU recently being enabled in
libxml2.
I first saw this error while working on the mips64el port and you can
find the original log here (although I later reproduced it on amd64):
